Administrative Console issues since 10.2.700.1 upgrade

Hi All,

We have performed a recent upgrade to 10.2.700.1. The upgrade was successful, however, since this I have experienced a few occasions where you can no longer run as a different users when running the admin console.

This will fail and suggest either

1. the user is not permitted (they are through windows authentication.)
2. if the user has permissions to the console with the account logged in but try to run as a different user with different permissions in the console this is ignored and logs in with the currently logged in session
3. the user cannot log in for the first couple of attempts but after further attempts access is permitted
4. the error box suggests the incorrect password and prompts the local sql user name.

Users are all connected to relay servers running same code revision 10.2.700.1

Reverting back to RES 2016 provides expected outcome as everything works with run as a different user

Tested on Windows 7 SP1 and Windows 10 1709.

Any known bugs around this?
