Admins unable to add devices to Bare Metal Server

I am unable to allow my LAN Admins the correct permissions to add devices to the Bare Metal Server Configuration item.  I have added the users to the LANDesk Management Suite and LANDesk Script Writers groups on the local core server.  I am left thinking it is a Role that I am missing however I have not been able to decipher which one.  We are using suite 9.0 SP1.
